A friend has had experiences connecting with another dimension. In extreme circumstances, he’s seen things and people from another dimension/ plain but didn’t know how to connect with them beyond smiling. He can’t recreate the extreme circumstances. How can he develop this?

Look into transpersonal theory about peak experiences. A book called Ordinary Ecstasy by the psychotherapist John Rowan is a good place to start.

Thank you. I’m thinking that won’t work for him as he’s convinced it’s a genuine inexplicable experience rather than a trick of his mind. But interesting for me nonetheless

Peak experiences aren't tricks of the mind, they're viewed by transpersonal psychologists as genuine phenomena. The difficulty is in deliberately replicating or repeating them, and that's why the theory would be useful to your friend, to help him understand the limits of his capacity to generate the same circumstances at will.

But nevertheless, I'm glad you feel drawn to looking at the transpersonal 😃👍
