Did I see a ghost ?

Many years ago I was driving along and saw a tramp dressed in what looked like newspaper wrapped all over him. It was v odd. It was even odder because no one walks along that road- theres no oath, it's in between towns, it's a bit remote. A few days later I saw the same guy in the distance, wrapped in his newspaper outfit... but in a different city over 40miles away. Could this man have been a ghost or guardian angel ?

Guardian angel? As in he was wearing the Guardian?
I'd say more likely an eccentric you happened to come across twice in your life.
