Leather toggi short boots how to clean without saddle soap

There a white film on it in patches and wonder how to remove clean it. I have no access to saddle soap. Is there an alternative to clean it and keep the leather soft. Going strong 11 years and counting.

I use warm water with a squirt of a mild hand wash in it for my boots and tack - the ph balance is actually better for leather than traditional glycerin saddle soap. A leather balm is best for conditioning and to help keep them waterproof, but a tiny drop of olive oil on a damp rag is better than nothing. If you use oil, it really must be just a smidge, and put it on the leather only not any stitched areas.
