Rider insurance for 2yo?

Looking at a new pony for 2yo child, pony listed as LR/FR and child only LR at 2yo. However advert states rider must have own insurance. All the ones I've looked at only cover from 4/5. Is there anywhere that will cover that young?

I assume this is for a share/loan? I'd go for BHS gold membership junior option, on the website it just says under 21, no lower limit I can see!
