Any ideas how to source free/cheap plain paper for children to use?

I buy a cheap stack of printer paper.

We have a recycling drawer next to the photocopier at my primary school as so much paper gets wasted by accident (someone printed the wrong thing, the paper misaligned and those sheets aren't fit for use, the toner has run out and there's a yellow streak down every page, it came out the wrong size etc). It's amazing how quickly the pile adds up through the week. People then just take a wad of paper from the recycling drawer whenever they need to top up their scrap paper stash in their classroom.

I always add unused sheets to my scrap paper drawer too, so if I printed 30 sheets but only 26 children were in I put the 4 leftover sheets in the scrap paper drawer. Again, this adds up quite quickly.
