Cover letter with application form?

I am applying for a teaching position in a school. The ad says to complete the application form and email to recruitment @ xyz
it asks not to send cv, but does not mention anything about a cover letter?

what would you do? Would you write a cover letter?

I would do a cover email rather than letter. Short and to the point - please find attached my completed form in support of my application for X post. As you will see from my application, I am A, B, C. I look forward to the opportunity to dicuss my application with you in person.

No CVs is a safer recruitment thing. A cover message like mine lets me draw attention to a few reasons why they should read my form properly. The personal statement that's part of the application form will have all the detail.
