Tutoring without finishing ECT

I wonder if any of you can advise me. I've completed the first year of my ECT, then I had a break from working to have a baby. (I was working a maternity cover position so finished my contract while pregnant). I've been doing some private tutoring and one of the children I tutor has been approved for a council-funded tutor as they have found that a school setting isn't appropriate and they will be best supported to learn in the home.

The parent has asked if they can put me forward as their tutor, do more hours with them, and have these hours funded by the local council. They will need a copy of my qualifications and insurance etc. I'm worried though that I won't be approved as I haven't finished my ECT? I do have QTS of course. Not sure if the council will only fund teachers who have completed their ECT, do any of you know?
