Single Central Record

I wonder if someone could help me please? I'm in a debate with a colleague regarding ownership and responsibility of the single central record. I've worked in two MAT's and been a governor for a LA school and the SCR has always been the remit of someone of at least the level of school business manager but preferably the Head. When Ofsted call, they expect to be shown this and will ask questions about it and I would assume they would expect the Head to know the answers.
My colleague says it was the responsibility of the school admin at her previous school. They would ensure the SCR was up to date, and would be expected to sit with Ofsted and not the Head (presumably, this meant the Head wouldn't know what was on the SCR).
Surely this can't be right? I'm a school admin and I'm on just over minimum wage (after my wages are pro rata'd for the school holidays). I wouldn't want that level of responsibility and surely Ofsted wouldn't expect to be sitting discussing that sort of thing with admins staff rather than SLT?

In my last school I was responsible for the SCR, I wasn’t SBM but I did a lot of SBM type duties as the SBM was part time and I was full time.

In current school we don’t have an SBM (as we are in a MAT) so the office manager is “in charge” but I keep a weather eye as we are both part time so one or other if us may not be there when Ofsted descend on us.

Our HT knows where it is kept but that is about it!

… and yes…. at our last Ofsted inspection the inspectors sat with me to go through the SCR and all our medical and accident records (I don’t even earn enough to pay tax but I am capable of responsibility).

I would expect the administration of the SCR to be done by someone in the school office but the HT has overall responsibility for it (and their neck is on the line with OFSTED if it's not right).
I would expect whoever is responsible for the upkeep of it to talk through it with OFSTED but would expect to see dated records of when the HT has overseen it

Our HR Manager is in charge of it, though I presume the Head has some sort of working knowledge!

I’m an SBM, the SCR is my responsibility and I have met with inspectors who scrutinised it during Ofsted visits.

Ours is administered by the secretary, who I recently discovered isn't on the pay grade she should be for her job but one down, that's a whole other issue. The Head checks occasionally that it's updated, the SBM has nothing to do with it and the school administrator can access it but doesn't edit it unless under duress from the Head that something needs adding urgently.
