Safeguarding - ID checks

Am I right in thinking that to comply with safeguarding requirements an individual's ID documents should be checked in person? Is it acceptable for an agency, who had never met the individual, to "check" their ID from scans sent over the internet?

I work for a LA the procedures are very clear and there are no exceptions.

All DBS documents have to be originals, no photocopies or scanned documents are accepted. The person who sees the originals has to sign an internal form to say they have seen them.
