More work, same pay

So at my school a restructure is proposed - no more HoD's, their work to be mostly taken on by classroom teachers, because apparently most tasks are expected within teachers' standards. A few heads of faculty to be in charge of a range of subjects, but they are not expected to do much more for their extra pay other than arrange dept meetings, perf management and work scrutinies.
Can the school do this?

Who will do stuff like timetabling, budgeting, reporting to SLT and what are you being asked to do?

I think the whole faculty leader structure is becoming more common these days.

Is this an Academy?
IME Academies can do pretty much anything they want.

Vast majority of tasks is claimed to be class teachers' responsibility. I know faculty leaders are becoming more common, but without any subject heads? Yes it is an academy.

DH's Academy is keeping HoD but restructuring to remove the faculty heads. So soon it will have Exec Head (across two Academies), Principal, 4x vice principals, HoDs, teaching staff.

To be that makes more sense, you need the subject knowledge imo
