SATs and standardised scores

I am confused! I keep reading that in 2016 pupils will be 'expected' to achieve a standardised score of 100.

However, standardised scores are based on normal distribution, so if SATs scores are normally distributed, 50% of pupils would achieve a score of less than 100.

Can anyone make any sense of this.
