I have been off for stress and my GP said that to fully recover I might need more time - for example I could go back to work but on a reduced hours. Shall I say it to line manager or HR? how would they react? 1. send me to Occupational health doctor? 2. consider me as a weak teacher

As far as I'm aware, you would talk to your line manager, who would arrange for you to see Occupational Health. You can then discuss the doctor's recommendations, including the suggestion of returning to work on a phased return. Phased returns are pretty standard after stress leave. Please don't worry about what they'll think - they won't think you're weak. I expect they'll just be glad you're getting better!
