Cut n paste from Word. Only way I've found.

Not sure what Smart notebook are, but my DD uses these with Wordpad for her CAs. Is this any good for you?

Google "alt codes" for a full list of the codes for all the different accents. Then to insert one, make sure Num Lock is on, then hold down "alt" whilst typing in the code. The accent should appear!

For SMART, the normal alt codes that you use in Word work exactly the same way. Either Google them, or visit languagesonline which has a list.
I don't know about Promethean.
