What shall I ask? It is a new school...so my first concern is security of a job... But I should not show it...

If it's a brand new school, then lots of interesting things to find out about how they are managing the opening, who will decide what resources to buy, what sort of budgets will be available, where the children are expected to come from, how long they think it will take them to build the numbers up, what the plan is for future recruitment etc etc etc (and those last 2 should give you an idea about future job security....)

What exactly are your concerns? How new is it? Is it open? If not, is funding confirmed? Do they have accommodation? Are there children enrolled for September?

If you're not going to apply you don't need to let them know at all. Schools get a lot of post/emails and receptionists are usually really busy. Don't bother clogging up their inbox with something they don't need.

They only want to know if you are going to apply or if you have further questions.

Unless they're exceptionally impressed and looking out for your application, they won't even notice you haven't applied. Even if they do, they won't give it a second thought. No-one's going to chase you for an application.
