Support role pay progression

I work in a support role in a school - how does progressing up pay bands and spine points work?

Is it performance related or based on length of service?

In my case it doesn't. I've been in post almost three years and have had no pay progression, in terms of spine points or pay bands. To move up a band would require a new job at a different school as it's for a senior position that doesn't exist.
