quick!! can you help me pls?! What is a framework?

I'm doing my HLTA course.

I have to evidence "know how other frameworks, that support the development and well being of children and young people, impact upon their practice"

I know about statutory and non statutory etc, policies etc, but what makes a framework a framework iykwim?

does that make sense?

Could they mean social care, healthcare, etc? Given that the system's supposed to be moving towards joined-up provision (hahaha) especially for special needs? If you Google that recent White Paper about special needs it may help, because this sounds like 'Every Child Matters' language to me and I know I was directed to the White Paper for the latest guidance.
