are phonic screening and sats tests obligatory in free schools?

Anyone know the answer to one of the many grey areas emerging from this new brand of schools?

SATs yes, read this.
Don't know about phonics.

Odd? Don't some state schools opt out of sats anyway. I'm confused!!

Some state schools don't have to publish their SAT results (low numbers). But I don't think any get to opt out completely.
