Please explain level contradicitions.

Some websites display an overview of levels where levels 2C B and A are expected levels in year 2.
Other websites say level 2C is below expectations.
How come?

2B is expected at end of yr 2

Sub levels do not exist. I wish everyone would stop pretending they did.
