I guess the lesson here is pay £12 million to a woman who accused you of rape and you claim to never have met to retain your tax payer funded security.

Others have to fight for the privilege to pay their own way in court.

What confuses me though is that they could change the process to allow Harry to "make respresentations" beforehand, or even ban anyone he doesn't like from the committee, but I wouldn't expect that to guarantee a different decision in the end?

Well, quite. The decisions RAVEC are making will be based on the intelligence and information they receive about all people who might possibly need the services of the Royal Protection Squad. Harry’s not going to see that information himself. So he can tell the Committee that he feels he needs protection till he’s blue in the face, but they will still go through exactly the same exercise of considering the intelligence and assessing the level of threat to everyone, then making decisions on that. And if his case doesn’t make the grade in that assessment, it doesn’t make the grade.
