So... when Prince Charles and Princess Anne were born, Philip was ‘only’ a Duke.

So, how come they were titled HRH Prince/Princess?

Charles and Anne get their HRH titles from their mother, not their father

22nd October 1948 George IV issued letters patent to give Elizabeth’s children HRH status, otherwise they’d have had to wait till she was queen.

When Charles becomes King, Harry and Meghan's children will then be upgraded to Prince/Princess.

MissMalice Princess Ann did decline royal titles but they weren't HRH Prince or Princess. HRH The Princess Royal as a female descendant of the monarch is not entitled to pass on a princess/prince title. Edward could, but declined which I think was appropriate given how far removed his children are form the throne.
