Cat flap in awkward UPVC door

I need to install a cat flap in my UPVC door, but I'm not sure what the best way to go about this would be because there's a drop to the outside. Is it possible to have the cat flap be at the very bottom of the door, rather than within the panelling in the middle? I'd like to avoid having a step for the cat outside because I know I'd just trip over it.

I don't mind if it looks odd, just trying to find out what's possible. Thank you!

Mines right at the bottom of the insert bit (my door is v similar). Bottom of flap is at cat nose height on the outside so he has to step up on the little plastic door step thingy to get in and out.

The panel is quite easy to cut - ours was maybe 3mm plastic each side with polystyrene sandwiches in-between. Our cat flap came with a template - stick it on, start the hole with a drill then jig saw round the 4 sides. Then the cat flap squeezes between the inside and outside layer and covers up whatever mess you've made cutting the hole 😉
