The problem is that the same reasoning that it isn't a legal requirement is the one that means we can allow out cats to roam the neighbourhood, toilet in others gardens a kill wildlife.

Compulsary Micro-Chipping of cats would be a huge step forward to help identify cats , either lost /founds or the victims of an RTA
And keeping the details current .

Sorry OP but no, it’s the luxury you have of being able to open the door and let your pet roam maybe more should be put into encouraging people only to get cats if they can cat proof their garden and keep them on their own property, yes it’s sad when it happens but it’s the risk you take
