Cat outside in freezing temps

A neighbour's cat (I don't know which neighbour for sure) spends a lot of time outside even in these freezing temperatures. I'm a bit worried about it as it's only a small thing but it is long haired if that makes a difference? When I come home from work it runs up to me shouting and is ever so friendly, purring its little head off. It was out in minus 3 this afternoon. Last week it was sat outside all day in the pouring rain Sad
Is this ok? Not ok? If not ok, what would you do?

@Pyjamageddon our cat spent most of yesterday snoozing in her basket in front of the radiator, practically licking it. We did some very energetic playing in the evening to make sure she had enough stimulation. Come 10pm something switches, off she trots, and I had to drag her in just before midnight. It was -6 here last night.

Two of mine stay firmly indoors but one will demand to go out in all weathers and gets very angry and destructive if he’s not allowed to go! I call him back in around 9:30 and he comes straight back, he’s welcome to come home any time but he won’t use the flap 🙄

I am a cat concierge at this point.

Have you got anything that you can put out for it to shelter under? Like a plastic dog kennel?

Not so sure about that.

I also used to think this until we adopted MrCat. And discovered that he likes to jump into our laps sopping wet. Well, not quite sopping - only the outer layer of his insanely thick fur gets wet. He goes out into the garden, patrols his domain and checks out the hedgerow buffet, so he's not just going out because he has to toilet. Though if it's absolutely heaving down he'll sit at the door or catflap and wait until the rain eases a bit. Nutter, but not totally nuts.

Took this photo whilst door was open and dh was shaking treats trying to convince cat to come in the warm. Cat completely ignored us
