Downstairs cat coming into out house and attacking my cat

We're the top floor masionette and scaffolding has gone up meaning the cat downstairs can now get onto out terrace and into our house (it's been warm and we've had windows open)

I've spoken to neighbour who is lovely and she suggested squirting her cat with a little water. Hasn't worked.

We are now keeping windows closed (but it's a big job and LL has said scaffolding will be up all summer!). Downstairs cat sits on the window sills and they are having horrific spats through the glass.

My girl isn't young. She is mainly indoor and has never really come been exposed to other cats.

The downstairs cat can access the whole back of our house (kitchen, terrace, bedrooms) and we can't spend the whole summer with the windows shut, or be unable to use our terrace.

He is accessing via our bathroom windowsill. If I could do "something" so he can't get on that windowsill, problem solved.

Any ideas.

Can you tack some chicken wire to the window frame so it can't get in? Or wedge some trellis in when you open it?

It's more the actual windowsill I want to block up somehow? If he cant get on this one particular sill (from the outside) then he cant get up to our "bottom level" of scaffolding if that makes sense. I'd rather block his x1 entry point than have to block x6 different windows Shock
