Difficult to tell in the photo but that looks like two small testicles to me

Girls look like an exclamation mark, boys like a full stop!

Agree with Costa about testicles, and the white bit looks like a penis tip - opening of vagina is usually narrower.

I think they do start out quite 'flat' and then swell up as the cat develops. The genitals look too far apart for a girl. The vet will give you a definite answer when you take it for initial health check and registration.

They usually don't feel hard, just softish fleshy lumps in kittens

Boys are super affectionate after neutering.

If it's a boy, castration is cheaper than spaying and recovery is more straightforward as they don't usually need stitches, and as Fluffy says, neutered boys are very sweet and loving.

They don't normally stick out unless the cat is sexually aroused.

It's tucked inside until it's, uum, required for mating.

If he's now 13-14 weeks old it's about the time that the testes drop.

Boy I would say. Just tried to have a look at my boy for comparison ( you can still see the " remnants" of his crown jewels) but his plus fours are so fluffy with his winter coat, I can't see anything at all!
