Cats when you live near a harbour?

We live on the harbourside in the centre of a major city. Our estate is pedestrianised, we are a way away from any major roads but we do look out onto the harbour.

Our garden is walled, behind which is a large communal lawn so there are plenty of places for a cat to play. A couple of other homes on the estate also have cats.

We'd really like to get a couple of kittens but wanted to assess the risk to them re the water out the front.

Anyone here have experience of living near open water? How do kittens learn not to fall in?!

It's just one of the many possible hazards for free roaming cats. Generally, they just don't go in to water.
