Put up cat shelves for climbing -cat not interested!

Any ideas for a novice? The shelves have a non slip surface.

For all the work I have done, new kitteh should at least havea try on it, instead of being uninterested/reluctant (even with treats on) or scared (when I stupidly lifted her up on the lower shelves). She is young and has not got any mobility issues.

It's only cos I've got one who is a bit funny about anywhere she feels exposed iyswim, and likes a quick exit route too. She'll play in boxes, or sit in an igloo bed to groom herself etc but unless it's just dd and I and its late on and quiet, she doesn't relax anywhere like that. Probably should have said fix the sheet so if it's used as a way up or down it doesn't collapse.

Will fix sheet this weekend. Have to find a suitable one first..

I was thinking what does Toyscat actually like and what does she do all day: She just walks around moving her upright tail all the time like a conjured snake, she follows me a lot meowing, sleeps on her cardboard bed or on the floor under the table or on DS's bunk bed. She likes the mouse "fishing pole", looking out of the window, and eating spider plants (RIP spider plant).
