Best dog tracker for rural area

If you live rurally in an area with not-great mobile phone signal, which tracker would you recommend for a very active, water-loving dog?

Tractive for amazing precise tracking, haven't yet used it in water though.

Tractive won't work well in areas without mobile signal

Same. It's had a brief dip in a stream but my dog doesn't actually swim. Great tracker though.
