double clip harness- restricting shoulder

Trying to get our 9 month 11kg cavapoo to pull less. Thought I would try a harness with a clip on the front and a double lead. However, the lead ends up going in front of his shoulder so he lifts his leg to walk. It does make him pull less but if he wants to get up speed his lifts the leg and goes on three legs. I'm wondering if these harnesses don't work well for smaller bodies dogs or whether I just need a different style harness? The clip seems very low down on him (level with his shoulders) whereas on the photos of dogs like labs wearing them it is much more at chest level. Do I need a different type/ size of harness or do they not work well with small dogs?

The harness needs to fit properly. It sounds like the fit is not quite right.

What make is the harness?

It’s a car safe one from pets at home. Size small. I bought it when I was looking for crash tested harnesses but so far we’ve just been using a cheaper harness size XS from Amazon.
i think maybe something like a perfect fit harness would be better as would be sized correctly for body shape and size

Yep agree perfect fit would be better.

The car safe harnesses do have quite heavy buckles that would pull the harness our of place more on a small dog.
