Concerns about neighbour's dog

New neighbours who seem pleasant enough. They have concreted the small back garden and 2 days ago a small kennel appeared.
Saw the dog yesterday..it seems to be an American bully with cropped ears. It was in the kennel all day and overnight. No walk. The family was inside all day...no interaction with the dog at all.
The yard is now full of dog shit which isn't being cleared up.
Is it normal for a dog to be outside all the time???

There's a difference between a working dog being kept outside in a suitable environment, and a pet dog being shut outside through neglect - and this definitely sounds like the latter.

I'm not sure there's much you can do, though. If the dog has food, water and access to shelter then, sadly, the RSPCA won't be able to do anything.

Report them for animal abuse to the police and/on your local RSPCA to ask for advice.

I disagree with dogs not being walked at least once a day and think not doing it is monumentally cruel (even ten mins when you’re sick is enough - just to get the dog outside). BUT that is nothing compared to locking a dog in a cage all day and not walking it.

BUT the sort of person who does that (and has that sort of dog) is, IME, nasty. Be careful whatever you do because these people are not to be mucked about with.

It can barely walk. Just watched it waddle to their French doors. There are 6 people in the room and all ignoring it.

From the photos, it doesn't even come close to meeting the height requirements for an XL bully, so it won't need a muzzle.

It looks like one of those awful "exotic bullies" that are so deformed they can barely move.

That's a pocket bully so doesn't need to be muzzled. They also don't need lots of walks.

As for being outside. I have 3 dogs that live outside. Mine are in outhouses tbf not a wooden kennel but there is no law to say dogs cant live outside. If they are fed and watered and have shelter that is enough.

Maybe stop being a busy body.

Unfortunately regardless of the moral implications its not illegal not to walk a dog or to keep outside Iif it has food, water and shelter thus the rspca will struggle to do anything

If it becomes obviously dirty but currently the patio looks OK enough that no laws are being broken.

Sad all round but the law is really rubbish

Most people on getting a new dog will have incurred costs and as such would be spending time with their investment rather than dumping it outside.

It's not a question of low standards it's what is reportable and what isn't. Unfortunately the 'state' of the yard or the dog at the moment would not warrant any action by the RSPCA.

It's not about low standards, it's about what's legal and what isn't.

The RSPCA will do nothing about a dog living as you describe. He has shelter, blankets and a water bowl and presumably he gets fed regularly too. It's not illegal to leave poo in your garden for a few days or to have your dog living there.

Is it ideal? No, but that doesn't mean it's illegal either.

I had a neighbour a few years ago who would literally wait till the entire garden was covered in poop before cleaning it, I had to keep my kitchen window closed cause the smell wafting up was horrid. I phoned the council and put a complaint in after a few weeks of It. Take photos of the poop and email it to your local council if it's a council house.

It's just not illegal and the rspca can only remove if the law is being breeched

There's been multiple campaigns to tighten up the law so it's less than the bare minimum but sadly that's where its stayed

I completely agree. It's a lot of time, money and effort for something you get no time with.

Lots of dogs do live in kennels, though. As a dog walker I look after several working dogs who are kennelled during the day - they have a run with grass for the toilet as well as a heated indoor area with beds, water etc. for them. They're very well looked after and not even slightly neglected.

I also know lots of "indoor dogs" who actively choose to go and lie outside in the pouring rain even when they have dog flaps and access to the house.

I know that's not what's happening here but I do think it's important to recognise that kennels can be a perfectly suitable living environment.
