Worried about neighbours dog

We have had a new family move in to the house 2 doors away from me a few months ago. The dad is pretty unfriendly and intimidating and lots of the people around here are wary of him.

They have an Alsatian that lives in the garden (in a little shed) and constantly howls all day and all night. Nobody seems to interact with him, he never goes into the house and nobody interacts with him in the garden from what me and the other neighbours have seen.

they recently went on holiday and left him alone for a few weeks. Someone came in once a day to walk him, but otherwise he was on his own.

I am really worried about this dogs welfare. He must be so lonely living outside on his own with no interaction, and he never seems to get walked now that the family are home. Is there anything the RSPCA or another charity could do to help?

Report to RSPCA?

If he has food, water and shelter it's unlikely the RSPCA will be interested, unfortunately.

If he's howling all day then you could contact the council and put in a noise complaint, though.

One of the neighbours did contact them, and the RSPCA said the same. I’m hoping there is something else they may be able to do, or if there are any other charities who could help intervene. It’s so heartbreaking
