Neighbours dog

Hi all, not sure if I can do anything. My neighbour across from my kitchen side of the house has been looking after her sons dog. It's like a black German shepherd puppy. He is beautiful but OH MY GOD he barks at everything. Now this isn't an issue as I have a dog 2 months older and she has the occasional bark. However he is left outside from 6-6.30am until night time. I've never seen the son actually with him. A few weeks ago someone called the SPCA on them as he was out all day in the sun. They spoke to my neighbour and left them were called again 2 weeks ago. I feel so sad for the dog I've heard him crying scratching at the door. Twice she's went out for hours and left him in the garden and when I say garden it's a tiny pit of slabbing with a bench. Like genuinely he's probably half the length. There's 2 complaints here the fact she's basically abandoning this dog outside. He's been barking since 6.30 today and it's pissing with rain. The second is the noise. I'm not sure who to report both issues too. My friend stays 2 doors along from her with 2 wee ones and text me after 6am about the dogs barking. He's only a puppy maybe 9 months ☹️

Report the barking to the council. Report to the rspca. Do you know where they got it from? A rescue? Turn detective, find out and report them. When my friend's dh was abusing their ddog I rang the rescue and they went out and reclaimed that poor ddog.

It's not a rescue it's a puppy. He got him 2 months after we got ours and when passing on a dog walk he mentioned his age, so he will be 9 months. I feel so bad. He dropped him to his mums house this morning into the garden and went to work and she was in her bed still. It then started to rain when I was leaving at half 9 and she came to the door and unlocked it to let him in. It be different if they had a decent sized garden with shelter and food and water but they don't. The SPCA done nothing last time xxx

Can you find the ad he was acquired from? A reputable breeder would be horrified I would hope...

In Wales it's the council that deal with dog welfare. I'd check and see if they can help..
