What does this behaviour mean???

I hope I can explain this well enough, I have tried googling it but I don't think I'm being specific enough to get an answer.

Just wondering what this means in dog language -

When walking my 1 year old dog earlier, we came across another, slightly older, and also on leash dog that we have met before. Both absolutely fine with an on leash greeting.

Whilst I stood chatting, they both starting standing up on their back legs and basically hugging each other, both seemed keen to continue standing with kind of hold the 'embrace' for as long as possible.

What does this mean?! Is it a dominance thing? A play thing?
