What is this on collar please?

Long time poster, have name changed for this. Can someone please tell me what this box is on this dog collar? I am worried it is an electric collar device, but I am probably barking up the wrong tree. It definitely isn't an ID tag. Thanks to anyone who can clarify!

Either GPS or poss a citronella collar (which is humane- dog gets several warnings beeps before a puff of citronella smell which although smells a little unpleasant is harmless)

collar is to low and loose for it to be an E collar
