Dogs next door

Can someone please explain to me what I can do about this please....
Next door is breeding american bully xls. They have 2. I live in an alley and I have to come face to face with the dogs everytime I go to the shop. There is only neighbours small gate and my small gate stopping them even getting onto my property. I have 3 small children. I have massive concerns. I contacted my housing who said unless someone gets attacked then nothing can be done. I have contacted local council about the puppy farming and nothing. He isn't responsible as he hasn't put a fence up to stop them anywhere on his property. I literally can't get into my property without coming into contact with them. They are big and are now trying to scale the gate to get over. No idea if it's aggression but not wanting to take that chance for me or my kids. It also poses a risk to anyone else walking down that alley or the postman even! What else can I do? I don't think neighbour would listen to reason about a fence.

Could you contact your local community police officer for advice ?
You could maybe have a word with the RSPCA about breeding.
Perhaps report them to the tax office or benefits office.

You have a responsibility for your gate. If it isn't big enough to keep danger out, then get a bigger one. (Frustrating, but true).

He has a responsibility for keeping his dogs in and under control. Until they escape or hurt someone that enters his property, he's met his responsibility (also frustrating).

I'd ask the council for advice about nuisance dogs. The postman may well be an ally. Worth having a word, if you catch them on their rounds.

This happened yesterday in Liverpool. Did you make any progress op with your neighbour?
Five American bulldogs have been destroyed and a man has been arrested after a woman was mauled to death by a dog.
The 31-year-old man was arrested on suspicion of owning a dog that was dangerously out of control.
The arrest comes after a woman, 60, was attacked by a dog at a home in St Brigids Crescent, in Kirkdale, Liverpool

Can you clarify? Do you have shared access and have to go through where the dogs are; or are you having to walk past his gate and are worried it isn’t high enough to secure them?

Really hope these aren't your neighbours OP, but the statistics are extremely concerning, this is the 7th human fatality by XL bullies in just under a year.
