Barking/howling outside alone all day

Neighbours have two little terrier dogs. They leave one outside when they go out (a lot). Today little dog has been barking/howling alternately since approx 9 am but Saturday it was from 6.15 am and actually I think there was someone in that time.

It seems cruel? It is distressing to hear and also stops me concentrating wfh, often wakes me up in the morning. Clearly this part is more of an issue with summer and windows open.

Neighbours are unapproachable, presume they know it’s an issue and have their reasons for separating the dogs and these result in their unapproachable demeanour in the street. Maybe they think (hope) it settles after a while (doubt it as sometimes it’s when they are in).

What would you do?

You can make a noise complaint via the council but you'll need a log of times/dates/duration of noise etc.

If there's no food, water or shelter you could try the RSPCA but to be brutally honest I doubt they'll be the least bit interested.
