People intentionally throwing food on pavements

A woman on my street empties her plate's leftovers (pasta, toast, meat, veg, you name it) on the street to the side of her house or on the street in front of her house. I saw those leftovers lying about for many months and by chance saw her doing it twice today. I challenged her and mentioned that my dog sometimes picks some of it and is no good for him, and she smirked at me " It's for the birds. Report it to the poloce". Police has better things to do than police someone's behaviour. She claims "is for the birds". She chucks it on the street, where there's traffic, cars drive, or a part of the drive which is going into a parking area in front of other people's houses.
Is there anything I can do in this scenario?

Take photos and report it to the council.

Yes I'd report it. It will attract rats.

In the morning she threw some food off her plate where pavement would have been had there been no access tarmac created when hoises were first build. It's disgusting.

Report to the council environmental services.

This sort of thing attracts vermin, and one patch of littering always leads to more.

It's also bad for pets and some wildlife.

And it's just gopping (likely smell in the summer) and antisocial
