Puppy weeing on back legs

My 5 month shitzu has been weeing on her back legs ever since we got her. Her fur is stained yellow and constantly wet. We’ve had shitzu dogs before and never had this problem. Can anyone help? Is there something wrong with her?

A friend had this with his Cavalier (spaniel not car...). His urethra was misaligned and was corrected with some (very delicate) surgery.
