Advice on reporting dog neglect

I'm out of ideas now...
I've reported it to council about 2 months ago.. nothing
I've just called RSPCA to listen to an automated message which basically says they can't do anything either!

There is a dog in our street and it's CONSTANTLY outside. It's bloody freeeeezing right now and as I have a pet myself currently curled up on the bed who I dote on!! I really want to do something to help this poor dog in our street. I think it's a greyhound so doesn't have much fat on it for body warmth as it is 😔
It's left outside all the time day and night!
When the owner returns it barks barks barks, probably excited and hoping for attention but NOPE.. instead he gets shouted at "shut the FU-- up!!!"
(Which just happened 20 minutes ago) and now it's crying and whining I feel so so sorry for him/her 😢😢😢
Can anyone advise ? Council tried, RSPCA tried. Will the police even be interested ? 🙄

Unfortunately I think that keeping a dog outside is considered fine even if there is no shelter or warmth provided and it is perfectly legal to ignore your dog day on day out. I don't know what you can do about it. The council or dog warden or somebody should be able to do something to help such dogs. The law needs to change. It's a pity the owners don't care. I would hate to have to see and listen to that poor dog.

If you are on twitter, you could contact RSPCA head office and your local branch, but they are useless in my opinion.
There is @actionrspca, who report their increasing inaction, they are getting increased followers now, who are interested in information like yours. Also include your local council in the tweets, get the info out there, and maybe something will be done.
It's horrible to have to listen to an animal in distress

I found the rspca useless, too.
I felt like I was being told off and having to justify myself to the person who took my call.

Technically if dog has food, water and shelter the rspca tells you they can do nothing, but in this case it looks as if there is no shelter so they should act—but I hear many people complaining that they do not. Police may help.

We have a similar situation going on near us (not a greyhound though, a dog with a shaggier coat). Both myself and my neighbour called and the RSPCA could give a fig about it. Greyhounds do seem to really feel the cold and as they have no fur I’d have thought the rspca should do something about it.

Someone has suggested contacting the dog section of the police.

Apparently it’s perfectly legal to keep a dog outside all year round in the UK as long as they have a shelter…but what good is a kennel when it’s -2 outside? This law is outdated and needs to be changed.
