Dog friendly garden border?!

I need to replace the wood chip around our lawn as puppy has ripped up all the weed membrane and digs in it constantly. It also attracts local cats to poo in it! What is best to replace it with? I was thinking large cobblestones or is there any other better options?! I can’t turf up to the fence so need something else.

Ps I like the look of slate but think dogs can chew it and might be choke risk??

We’ve had cobblestones since our dog was a puppy with no issues however we did have to be really blasé if he picked up a stone which he’d just carry around in his mouth and then drop out eventually since he realised it wasn’t tasty in the slightest. It goes against your instincts I know but I guess what I’m saying is yes it could be a choking hazard but only if you have a dog that might be worried that you’d take it out of his mouth.
