Stolen puppies...

I have name changed as I don’t want this linked to my previous threads.
I don’t know whether anyone has seen this story:

Anyway, I know someone who works for this department, and apparently, although these puppies were stolen, there is no way to link them back to their owners, and so they are going to be rehomed.
Am I wrong in thinking that people report stolen puppies, and although there are a lot of them, there must be a way to trace where they came from? Or am I being naive?

I’d have assumed they’ve checked reported stolen ones... so if they can’t trace where they came from, that would mean they probably came from somewhere that hadn’t reported them?

Maybe not stolen but illegally imported from abroad? Or from puppy farm?

40 puppies found together - I would assume they have come from a puppy farm. Would you want them returned to the owner?

Puppies should be microchipped by law. (Is it by 6 or 8 weeks?) So they should be registered.
The puppies may have been stolen from more than one address.
TBH few decent breeders are breeding right now. Can’t do health tests on parents. Can’t homecheck potential owners or socialise pups in an ideal way.

Sadly I think they were probably from a puppy farm, either from Wales or Ireland given where he was found. And if they hadn't been chipped, the owner(s) could well be operating under the radar and claiming them back would get them in trouble.
