concerned about neighbours dog .

whilst the weather has been nice and my back door is open alot it has come to my attention that a neighbours ( who i've never seen, think its rented out) dog is howling all day . i went to have a look and its a beautiful Rottweiler left outside in the small back yard ( full of junk) He does have food and water out there but clearly hes unhappy being left alone all day .
i have put a note through the door in case they aren't aware but i think they probably are as another neighbour reckons there is another one inside the house . Hoping i haven't made things worse . Anything else i can do ? i dont think RSPCA would be interested as like i say he has food and water .

You could always call the RSPCA for advice...

Does the dog have shelter outside? If not, the RSPCA may be interested

RSPCA won't be interested if basic needs are met (food, water, shelter) and someone only has to tend to the dog once every 24hrs for it to be legal.

The only thing you can really do is a noise complaint via the local council (or housing association if appropriate)
