The first time I looked at it I was wondering why she felt it necessary to push him off as he didn't seem to be going for the food. But looking at it a second time it looks like he was about to stick his nose into the food.
I imagine it was purely a reaction to being burned by hot food and wanting to get the dog away from hot, very inappropriate food that caused her to push him rather more forcefully than she might otherwise have done.
I think anyone who thinks this is abuse is being rather silly tbh.
