Neglected puppies. Anybody other than the rspca to help

Right, name changed because my username has some identifying stuff linked to it. not a troll, if recognised please don’t say it on here as it’s specific

My neighbor had recently got two puppies for breeding they are approx 13-15 weeks now.
They are left alone outside for hours, no water food, shelter ect. Today they’ve been out there since 7ish am as the mums left for work and she puts them out before going, back at 5ish

Neighbors are completely not approachable. Young teen son who won’t answer door of just has his mates tell you to fuck off. Mum just says they are cared for as per vets guidelines. They are aggressive people who make the lives of people who complain about them unbearable.

I rung the rspca today who were completely uninterested (not a shocker)

Is there anything I can actually do? the rspca says there’s no one else to call.
Our housing officer says pets are allowed and just repeated that.
Dog warden says they are only for lost/strays

They cry constantly and the garden is covered in shit, they sleep on a bit of tarpaulin that’s covered in piss.

Sounds horrible I cant believe the rspca wont do anything.
Hopefully someone will come along with some helpful advice.

Did you stress no water, food etc?

Afaik the RSPCA don’t do anything if basic needs are met. But if they don’t have food or water, then they should at least pitch up for a look.

Can you take photos and email? Take them daily so it will show deterioration of pups and environment.

Also look up the new laws around breeding and report them to hmrc or whoever is interested.

You could give 101 a call. They probably can’t do much, but if they aren’t busy and have a pcso in the area they may do a walk past.

Oh and if they cry constantly you can always try environmental health and report as a noise nuisance?

I did mention the no food or water but they said that’s as they are let in at night and fed their needs are met.

She feed them twice a day and rspca says that’s fine.

Council just told me to ring rspca if worried, no help.

While they could definitely get by with being fed indoors twice a day, no water at all for most of the day IS a welfare issue. Keep trying the RSPCA. Sadly only the police have any power of seizure and only the RSPCA have inspectors to check these things out on private property.

If they're making a racket as they're outside all day, that could be a noise complaint.

If the owner is planning to breed and sell for profit, there's new breeding laws coming in and she could get done if she doesn't let HMRC know or if she's on benefits. This may only apply once she's got a litter though. Especially for the popular breeds where you could get up to 8-10k for a large litter.

They are pugs so should imagine they would sell for a fair bit

I agree about giving 101 a call. If the family are as bad as you described I'm sure they will be well known to the police, who should be able to escalate a call to the RSPCA. Also might be worth seeing if any of your other neighbours have noticed whats happening and could log a complaint with the RSPCA, the more they get they will have to take some kind of action.

The RSPCA should do something if they have no water or shelter, try and get someone else to call as sometimes they need more than 1 report. If not could they ‘go missing’ from the garden?

To toodle out, the fence is full of holes... but they are chipped so they couldn’t go anywhere, theywould wind up home.

I did quietly approach a neighbour but they are elderly and say they are too scared. I encouraged an anonymous call to rspca but I don’t think they will.
Both girls are out there now on the piss covered sheet while shes out the front discusses how enriching they are for her kids to her mates.

The being outside in the day isn't an welfare issue so long as there is shade and something to help keep the rain off (trees / kennel, etc) and water somewhere. Tbh if there was no water available and no shelter in the hot weather we had a few weeks ago the pugs would have collapsed and needed immediate veterinary treatment. So there must be water somewhere.

Also RSPCA can only act within the law - so people thinking the dogs should have better care is irrelevant if the key points of welfare act are met. So even if there were another organisation (there isn't) then they wouldn't be able to do anything either.

If you want to try and change things the only way is via noise complaint (if dogs are whining near constant - intermittently in day time hours doesn't count) and environmental health (if the dog shit is plastering the garden type bad).

There’s no water, our gardens are tiny, fences are low I can see it all. There is shade patches made by the piles of crap (bricks,old toys, metal) but absolutely no water

You can report rubbish to environmental health too - so long as there is a lot of it.

That really doesn't sound as if their needs are being met. Puppies should be fed 4 times a day at that age and having water available surely is one of their very basic needs.

Perhaps try ringing again. Maybe you'll get someone on the phone who isn't quite so uncaring.

Agree environmental health if there is a noise issue.

If they escape they could end up in a council pound where there will be a fee to pay to release them.

What about the dogs trust or Battersea, you could call them directly if you live in one of their areas. Are there any dog rescue centres near to where you live.

Snatch them and take them to a friends house then watch and wait to see what happens.

How have they not been stolen? It's awful poor pups.

Have you got any pics OP? This sounds awful :( people shouldn't breed pugs anyways as they're not healthy dogs!

Post a letter through their door anonymously when they're out and state that you are concerned about the animals welfare and have reported and will continue to report them to relevant people (police, rspca etc) until they are cared for properly. Maybe even state on the letter that they need access to water at all times and shade/somewhere covered to rest whilst outside too, or the opportunity to come indoors if they feel like it.

At least if you state those basic needs they'll have no excuse if they continue!

I was thinking more about this and actually you need to consider - is being left in the garden better than being in the house in a small crate all day? Because that's the likely outcome if the dogs are stopped from being left outside.
