Advice on puppy walks

I'm going for a walk up Walla Crag in Lakes tomorrow, just wondering if I should take my young dog, the walk is 4 Miles, but I'm more worried about whether I'll be able to keep him in the lead if the terrain is icy and slippy. He's great off the lead and recall is 95 percent but if he sees another puppy or dog who looks like they're willing to play then he develops selective hearing....
I'm sure he would really enjoy the walk but I have the nagging worry that he'll not recall and if a child were to be walking by if he goes to play with another dog he could knock them over.
He's retriever puppy, almost 9 months old.
It would be fine to leave him at home with DP anyway...
