Why does my dog do this? !

I have a 9 month old chihuahua, some of his behaviour baffles me.

He keep putting his bum on my foot, if I’m sitting on the sofa, he will literally back up gently until his bum is fearing against my foot and the stare at me ... wtf is that about?

Also he does this thing when a Home approaches him or calls him he tuns his head towards his backend and almost turns in circles, I’ve near seen a dog do it before... does it mean anything or is he just an oddball?

His bum is going on your foot because dogs are social animals and he wants to be close to you.

He is chasing his tail because he is excited. It is a displacement behaviour when the dog isn't quite sure what to do.

All normal.
