Toilet training grrrrrr

Hey guys
We have a 5 month old puppy who i am really struggling to toilet train ! Despite me taking him out every 15 mins he still just messes in the house. He never messes when we are not there and he is home alone.we have 2 other dogs also who are great but the little one isn't learning or I'm not teaching him properly!! Any ideas?

puppy classes, quick trip to the vet to make sure he doesn't have any health issue, nappies and plenty of newspaper. maybe he feels warmer and more secure going indoors, our cat used to sit out all day then come in to use her tray and go out again, she would never go to the toilet outside.

Clean up the accidents in the house thoroughly. Make sure if you can catch him in the act inside scoop up mid poo or pee and run outside and then praise like mad for him finishing outside. When you take him out stay with him and force the issue so he has no choice to poo or pee outside and then praise and reward each time he goes.

I'm struggling with Elfpup too! He's a little terror. Provided I time it and watch him like a hawk I can get him outside in time. If I spot him in the act I've found a sharp No shocks him into stopping and I can scoop and run.

There is absolutely no sign of him asking to go out though.....
