Neighbours complained about our dogs

We've got three papillons and the neighbours have got a bullmastiff and a Labrador. We've got chainlink fences / chicken wire between the gardens.

The neighbours dogs keep rushing the fence line and barking at our dogs and ours bark back. Their 3yr old also stand right at the fence and stares at our dogs so ours have a little woof at him.

We never leave them out by themselves and always call them away from the fence when they bark (sometimes more successfully than others).

Anyway the neighbours have complained about our dogs barking, even though it's almost always theirs that start it.

How can I stop our dogs from barking? It's a 90ft shared fenceline so we can't afford to put solid fencing up.

I need some training ideas that don't involve anti bark collars.

Can you fence off part of the garde, so the dogs have a run, but it won't cost as much? Would they be willing to work on a timetable with you, so the dogs aren't out at the same time? Would reed fencing be an option, as it's much cheaper?

Who have they complained to? Maybe take some video of the situation with their dogs winding yours up?
