What looks like a collection of small white skin tags?

Had to go to work today but found this on dog's inner "elbow". It's not on the other one. Having trouble locating anything on google.

I can't see a pic, but could it be a tick/ticks - just a total random and blind guess!

Are they ticks? I suspect so if they came on suddenly.
