Sinus congestion ... how to help (TMI warning!)

My dog, an elderly staff cross, (we think about 12 years old now)has had blocked sinuses and a snotty nose for around three weeks. We've taken him to the vet three times so far and he's been given antibiotics (two courses and still no improvement), vaso-diltators, anti-inflammatories and some stuff in powder form to help his sinuses dry up. To date nothing seems to be working and he's off to the vet again later today. I'm sure we'll get to the bottom of it, but meanwhile, he's worse at night to the point where he seems to be fighting for every breath and choking on the stuff in the back of his throat/sinuses (sorry!! TMI!!). Does anyone have any ideas how we can make his breathing easier so that he can rest, and so can we.

(We've tried steam - no improvement, Olbas Oil - he hates it, massaging his throat - doesn't seem to help .....). All thoughts gratefully received. Many thanks.

Has he had is throat examined under general anaesthetic?
Top differential diagnoses foreign body, fungal infection and nasal tumour.

Following yesterday's vet visit, we're taking him back this morning for the full works. X-rays, swabs, biopsy if needed etc. DH very unhappy about it but needs must: he's had another dreadful night last night, so hoping we can get some answers. He seems better (but still not good, by any means) when he's outside so I'm wondering if something in the house is setting it off. Also he's better during the day to the point where he seemed pretty much normal at vets yesterday afternoon. I actually videoed him on my iPad at 2.30 this morning to show the vet. onwards and upwards.
